There is one primary cause of this issue IMO: CCP hasn't built in an in-game algorithm that handles packet loss....or hasn't built it in well. The indirect cause is a packet getting lost somewhere along the router train between CCP and your home....

Was advised at the end of the update process that the update had failed and I should run the repair.exe application. Ran the repair tool, and it appears to have fixed it.
